In lieu of the final research paper specified in the course syllabus, students may elect to
publish an open letter in support or in opposition to publicly stated policies by prominent figures in
the criminal justice system, along with other recommendations you might have.
I. Background
The criminal justice system fundamentally attempts to ensure just outcomes by balancing
public safety and individual liberty interests. This balance has been a recurrent theme in this
course and the subject of interesting discussion. In 2019, two prominent figures in the
Massachusetts criminal justice system publicly expressed their disagreement on related issues.
Former Suffolk County District Attorney Rachael Rollins was elected in 2018, in part,
for her support of criminal justice reform. Soon after she was elected, consistent with her
progressive campaign promises, District Attorney Rollins issued a policy memorandum, which
outlined her prosecutorial priorities. (See http://files.suffolkdistrictattorney.com/The-RachaelRollins-Policy-Memo.pdf). Some criticized parts of her policy memorandum as potentially
compromising public safety. For example, Former Executive Office of Public Safety Secretary
Thomas Turco wrote a letter to District Attorney Rollins describing some of his concerns. (See

aggressive action against Rollins.
A similar debate occurred in Pennsylvania with federal government involvement. Like
District Attorney Rollins, Philadelphia District Attorney, Larry Krasner, was elected, in part, for
his support of criminal justice reform. District Attorney Krasner has since implemented
progressive policies substantively similar to those included in District Attorney Rollins’ policy
memorandum. (See

robbery case drew criticism from some, including the U.S. Attorney for the Eastern District of
Pennsylvania, who intervened in the case after District Attorney Krasner offered a “lenient plea

II. Instructions
Students who choose to complete this assignment shall publish a researched and informed
letter that is not less than 5 and not more than 6 full pages, single-spaced, opposing or
supporting their publicly stated policies. The letter shall be emailed to me, in PDF format, no
later than 11:59 P.M., on August 12, 2022.
Specifically, in the letter, students must fully explain the policies at issue and
summarize both arguments. Students must discuss the social problems that the policies
attempt to remedy. Students must discuss the extent to which the policies implicate public
safety and/or individual liberty interests. Students must discuss the relevance of the
Philadelphia incident, drawing informative comparisons and/or distinctions. Students must
make recommendations to the policies. Students are welcome to discuss additional related
topics in the letter. Given these required topics of discussion, students are encouraged to use
topic headings and subheadings, as necessary.
Because the assignment centers around a relatively recent and developing public debate
regarding criminal justice, students are welcome to primarily rely on news sources and recent
data. However, students must include and discuss the sources cited above. These assignment
instructions supersede the instructions included in the course syllabus.
