Federal Family and Medical Leave
Article A: Expanding Federal Family and Medical Leave Coverage: Who benefits from changes
in Eligibility Requirements?
1. Who wrote the article? The authors of this article include Helene Jorgensen and
Eileen Appelbaum.
2. Where was it published? This article was published in the (CEPR) Center for
Economic and Policy Research headquarters located in NW.
3. Clearly state the issue the article addresses. The issue of this article is that edibility
for the Federal Family and Medical Leave coverage exclude many different
populations from participating in the unpaid leave. In this particle article they state
that young men with high school degrees of less have the lowest rate of FMLA
eligibility of all the demographic groups.
4. Identify points of view and/or values discussed (as much as possible). Some POV
from this article is that FMLA should expand their eligibility requirements because
they requirements they have in place now is excluding many different demographics.
This article states that due to the restrictions among society that this job protected
leave is not universal and some demographic groups don’t get the opportunity to
participate in the leave. This article argues that FMLA should expand access to
medical and family leave. The author states that relaxing the eligibility rules will
increase eligibility rates. The authors states that reason many people are excluded
from the act is because they worked at smaller worksites, had been an employee at
their job for less than a year and work less than full time.
5. What’s the larger issue or policy the article addresses? A larger issue addressed in
this article is that lower class minorities don’t get the opportunity to work with big
employers from big sector due to lack of education and opportunities, which exclude
them from participating in FMLA. This article states that education and income play
a big role in eligibility if you look deeper into requirements.
6. What is your personal reaction to the article? My personal reaction to this article was
I was very surprised of how strict the requirements are to receive 12 weeks unpaid
time. You would think that anyone should be able to receive this because everyone is
capable of have family emergency or some other reasons to need 12 weeks off.
Another thing that I find so weird is that its 12 weeks UNPAID why would the
government fight so hard to restrict who should get to go on leave, when they aren’t
even being paid for it.

Article B: “The Family and Medical Leave Act of 1993: The Time Has Finally Come for
Governmental Recognition of True Family Values”
1. Who wrote the article? This article was written by Maureen Porette and Brain Gunn.
2. Where was it published? This article was published by St. John’s Journal of Legal
Commentary.
3. Clearly state the issue the article addresses. The article addresses that FLMA and how
it has helped dual income families to survive and care for their children properly.
This author states that dual income families have increased over the years in the
United States, in which they claim FMLA has benefited these dual income families.
4. Identify points of view and/or values discussed (as much as possible). This author
includes strong feelings about how important it is for parents to be actively involved
in their children’s lives in order t for their children to go up and function properly in
society. They claim that FMLA has allowed both parents to take off the time needed
to spend tome with their children. Another points the author brough to surface that
that a lot of people over the age of 65 need help taking care of themselves, in which
FMLA has allowed children to take care of their parents with time off work. The
whole point of this article is to point out how much family time is given when FMLA
was mandated.
5. What’s the larger issue or policy the article addresses? The article briefly mentioned
the Americans with disabilities act and the older worker benefit act. They state that
many states are developing their own family leave acts in order to provide for
American families.
6. What is your personal reaction to the article? I feel like this article was a
stretch” and the argument was very invalid. This article basically argues that this a
ground break policy because it allows parents to be there for their children and it
allows people to take care of elderly family members. I think that though this one
singular benefit from the policy I think there is a lot more to mention about this act. I
feel like this article praises the policy even though there are many flaws with it.
